Fair Hearing - How to Request Without Web (Mail, Call, Visit) While the customer portal (healthyrhode.ri.gov and the HealthyRhode mobile app) is not available, fair hearings can only be requested by phone, in person, or by mail. To file an appeal regarding Medicaid and Purchased Health Coverage through HealthSource RI, call HealthSource RI at 1-855-840-HSRI (4774). For questions about filing an appeal for human services programs such as SNAP, RIW, Child Care, GPA, or SSP call the Department of Human Services at 1-855-MY-RI-DHS (1-855-697-4347).To request a fair hearing in person, please visit your nearest DHS office. Health Care Programs Medicaid - Families with children may be eligible for healthcare coverage through Rhode Island Medicaid or a health insurance plan through HealthSource RI. See Medicaid program eligibility for RIte Care and RIte Share below: RIte Care is Rhode Island’s Medicaid managed care program for families with children, pregnant women, and children under age 19. Families have a choice of three participating health plans-Neighborhood Health Plan of Rhode Island, Tufts Health Plan, and UnitedHealthcare Community Plan. RIte Share is Rhode Island's Premium Assistance Program that provides help paying for an employer's health insurance plan. The State will pay all or part of the cost for employee health insurance coverage. Eligibility for RIte Care and RIte Share is based on income and family size: Parents with children under age 18 with income up to 133 percent of the Federal Poverty Level (FPL) Pregnant women with income up to 253 percent of the Federal Poverty Level (FPL) Children up to age 19 with income up to 261 percent of the Federal Poverty Level (FPL) Covered Benefits include: Doctor’s office visits Immunizations Prescriptions Lab tests Mental health services Drug or alcohol treatment Referral to specialists Hospital care Emergency care Home health care Skilled nursing care Nutrition services Interpreter services Childbirth education programs Parenting classes Smoking cessation programs Transportation services Dental care How to Apply Families with children can apply for health coverage online, by telephone, by mail or in person.
