Medicare-Medicaid Plan (MMP) Transition

The Integrated Care Initiative (Rhode Island’s Financial Alignment Initiative Demonstration) was a temporary demonstration between the State of Rhode Island, Centers for Medicare and Medicaid Services (CMS) and Neighborhood Health Plan of Rhode Island (Neighborhood), designed to improve the care and quality of life for dually eligible Rhode Islanders (people eligible for both Medicaid and Medicare). This Medicare-Medicaid Plan (MMP) has been administered by Neighborhood since July 1, 2016, known to their members as the “INTEGRITY MMP”.  

On May 9, 2022, CMS published a Final Rule , that addressed the termination of the Financial Alignment Initiative Demonstration and provided a pathway for States to transition their MMP into a new integrated program  upon the closure of the MMP on December 31, 2025.  

Starting January 1, 2026, MMP members will be transitioned to a new Medicare Advantage plan, specifically an integrated Special Needs Plan designed for people with both Medicare and Medicaid, referred to as a Fully Integrated Dual Eligible Special Needs Plan (FIDE-SNP). EOHHS has contracted with Neighborhood to administer the new FIDE-SNP. This new program is named “INTEGRITY for Duals”.
