Medicaid Expansion ACA Healthcare Coverage Program Description This type of Medicaid coverage first became available in Rhode Island in 2014 as a result of the Affordable Care Act. Eligible individuals have the choice of enrolling in one of three health plans. See below for health plan names and contact information. Eligibility To qualify, an individual must be: A Rhode Island resident between the ages of 19 and 64, A citizen of the United States or a legally present non-citizen who has been in the US for five years or meets certain exemptions, Not pregnant, Not eligible for other Medicaid Programs or Medicare Part A or Part B; and Meet the income criteria: equal to or below 133 percent of the Federal Poverty Level (FPL). How to Apply Individuals can apply for the Medicaid Expansion coverage online, by phone, by mail or in person. Assistance with applying is available.
