Home and Community-Based Services (HCBS) Enhancement

As required by the federal government's Centers for Medicare and Medicaid Services (CMS), Rhode Island is planning to use the federal funds attributable to the increased federal matching funds (or FMAP) to implement a variety of activities, including enhancements to home and community-based services (HCBS), eligibility, infrastructure, and reimbursement methodologies. These funds must be used to enhance, expand, or strengthen Medicaid HCBS.

The Rhode Island Executive Office of Health and Human Services (EOHHS) sought public comment on the types of activities that could be funded to enhance, expand, or strengthen Medicaid HCBS, as well as ways this funding could be used to address disparities and equity issues in the provision of HCBS. The EOHHS is interested in distributing funding in line with our core values of choice, equity and community engagement.

In order to gather opinions from all interested parties quickly and efficiently, the EOHHS created and issued a survey to collect information that would lead to Rhode Island’s proposal.
