Home And Community-Based Services (HCBS) Final Rule The State of Rhode Island is in the process of developing a Statewide Transition Plan in order to become in compliance with the Final Rule for Home and Community Based Services (HCBS). An integral component of the transition plan is a provider self-assessment/plan of existing settings to determine how closely they currently comply or don’t comply with the Final Rule and if they don’t comply, what is needed in terms of a plan and compliance by March 2019. The State is in the process of developing Provider Self-Assessment tools for Residential and Non-Residential Settings. Upon completion of those tools, State Departments will outreach to their provider and advocacy networks and review the tools. The tools will be posted on this website for review. The State also had a teleconference with the Center for Medicaid Services (CMS) on 2/18/15. CMS has asked for the State to submit, within the next two weeks, an initial draft of our Transition Plan for their comment and review. We will use the CMS review to update the Transition Plan.
